Local Area Support
Merseyside
Includes Early Help, child protection, adult safeguarding contacts, hate crime reporting, child exploitation services, and young carer support.
Liverpool
- Children: Report concerns to Careline at 0151 233 3700. The Liverpool Safeguarding Children Partnership (LSCP) provides further resources for families.
- Adults: Contact Adult Services Careline at 0151 233 3800 for urgent concerns. Referrals can also be made via the Liverpool Safeguarding Adults Board (LSAB).
Sefton
- Children: Use the Children’s Help and Advice Team (CHAT) at 0151 934 4013 (Monday-Friday) or 0151 934 3555 for out-of-hours emergencies. Visit the Sefton Safeguarding Children Partnership for guidance.
- Domestic Abuse: Specialized support is available through the Sefton Women's and Children's Aid (SWACA) or the local helpline at 0151 394 1400.
Wirral
- Children: Report risks to the Integrated Front Door at 0151 606 2008 (9 am-5 pm) or 0151 677 6557 for out-of-hours support. Resources for parents are available at the Wirral Safeguarding Children Partnership.
Knowsley
- Children: Contact the Multi-Agency Safeguarding Hub (MASH) at 0151 443 2600. The Knowsley Council safeguarding page offers direct advice for children and families.
St Helens
- Adults: The St Helens Safeguarding Adults Board coordinates protection for adults at risk.
Cheshire
Early Help teams, children’s centres, and safeguarding referral routes.
Cheshire West and Chester
- Children: Report concerns to the Integrated Access and Referral Team (i-ART) at 0300 123 7047 (8:30 am-5 pm). Out-of-hours, call the Emergency Duty Team at 01244 977277. Further guidance is available via the Cheshire West Safeguarding Children Partnership.
- Adults: Contact the Community Access Team at 0300 123 7034. You can also report an adult safeguarding concern online through the Cheshire West and Chester Council portal.
Cheshire East
- Children: Contact the Cheshire East Consultation Service (ChECS) at 0300 123 5012 (Option 3) during office hours. For emergencies at night or weekends, call the Emergency Duty Team at 0300 123 5022.
- Adults: Report concerns to the Adult Social Care Team at 0300 123 5010. Secure emails can be sent to lsab@cheshireeast.gov.uk by authorized professionals.
Greater Manchester
If you are worried about the safety or welfare of a child or an adult in Manchester, you should contact the Manchester Contact Centre. This is the official gateway for all safeguarding referrals in the city.

Lancashire
Cheshire West and Chester
The Cheshire West and Chester Council provides distinct services for different age groups:
- Children (under 18): Report concerns to the Integrated Access and Referral Team (i-ART) at 0300 123 7047 (8:30am-5pm). For out-of-hours emergencies, call the Emergency Duty Team at 01244 977277.
- Adults at Risk: Contact the Community Access Team at 0300 123 7034. You can also report an adult safeguarding concern online via the council's secure portal.
- Partnership Guidance: Detailed resources for parents and professionals are hosted by the Cheshire West Safeguarding Children Partnership and the Local Safeguarding Adults Board (LSAB).
Cheshire East
Cheshire East Council manages safeguarding through the following local channels:
- Children (under 18): Call the Cheshire East Consultation Service (ChECS) at 0300 123 5012 (Option 3). Emergency out-of-hours support is available at 0300 123 5022.
- Adults at Risk: Contact the Adult Social Care Team at 0300 123 5010. You can report abuse or safeguarding concerns online using their digital form.
- Partnership Guidance: Visit the Cheshire East Safeguarding Children’s Partnership (CESCP) or the Stop Adult Abuse website for policy and training information.
Wider Cheshire Area
- Halton: Safeguarding is handled by the Halton Safeguarding Children Partnership and the Halton Safeguarding Adults Board.
- Warrington: Report concerns via the Warrington Safeguarding Partnerships or contact the MASH Team at 01925 443400

Immediate Danger
