At The Regenda Group, we want to work in a way that is good for people, communities, and the environment. When we buy goods, we go beyond our legal duty under the Public Services (Social Value) Act 2012 and we look for suppliers who value:
- Social value - extra good we can do for people, places, and the environment. This might be like creating local jobs, supporting communities, helping people learn new skills, or protecting the environment.
- Sustainability - looking after the world so that people today, and in the future, can live well.
It’s about not wasting resources, reducing harm to the environment, and making choices that are good for people, nature, and money in the long term.
We want to make strong partnerships with suppliers who are doing the right thing for the people, places and environment.
We follow the rules in the Procurement Act 2023 and the Public Contracts Regulations 2015. This means our work is:
- fair,
- open,
- gives good value for money,
- efficient,
- supporting ideas that can help improve our communities,
- delivering wider social benefits,
- reducing impact on the envrionment,
- building good relationships with suppliers.
We aim to work with companies that share our values, so our customers get the best possible service. Our customers also help shape the standards we set and the services we buy.
Our Dynamic Purchasing System (DPS)
We have a special system called a Dynamic Purchasing System (DPS). It makes it easier for small and medium‑sized businesses to work with us. This DPS is open until 23rd February 2029.
When suppliers want to work with us, we ask them how they can help us deliver social value - for example, by supporting local people, local jobs, or the environment. These goals are set out in our social value matrix.
How we get new suppliers to work with us
We run a 'tender' process to get new suppliers to work with us.
- A tender is when an organisation asks companies to tell them how they would do a job or provide a service - and how much it would cost. We look at all the offers and choose the one that gives the best value. A tender is a formal way for companies to compete to win work.

Suppliers will need to register on the CDP to take part in most new public procurement activities (this does not apply to the DPS, which follows older rules).
