Grove Street regeneration

In March 2022, Liverpool Council agreed to our plan to regenerate the Grove Street area.

Regeneration means improving an area to make it a better place to live. It can include building new homes, creating green spaces, adding places for people to meet, and making the neighbourhood safer and nicer for everyone.

The plan includes 304 new, high‑quality homes that people can afford. There will also be three shops and a space for the community to use.

As part of this work, Regenda Homes will replace the old social rent flats with new homes that are better for the environment and more energy efficient.

All 144 of the old social rent homes will be rebuilt. There will also be new types of homes, like affordable rent, private rent, homes to buy, and Rent to Buy. The area will look like the below image when it's completed.

Back in 2018, Regenda Group started talking to the people who lived in Grove Street to hear their ideas. They asked an independent group called We Make Places to meet with residents and listen to what they wanted. Everyone who lived there before will be able to move back once the new social rent homes are ready.

The regeneration will bring new life to Grove Street. There will be places for businesses, which means more jobs, and new outdoor spaces to help people stay healthy and happy.

The new buildings will be surrounded by lots of green areas, and the old trees will be kept. A small public park, called a pocket park, will be created for everyone to enjoy. There will be lots of places to store bikes, and some buildings will have “living roofs” with plants that help keep the buildings warm, reduce pollution, and give insects and birds a place to live.

M&Y Maintenance and Construction began the demolition of existing homes in June 2023 and began construction of 89 new homes in September 2023.  This first phase is due to complete in June 2026.

What is Grove Street? 

Grove Street regeneration project is the development of 304 high quality, affordable homes along with three commercial units and a community space.

Who is Grove Street for? 

Phase 1 of the development at Grove Street is for customers who lived in the original Grove Street Regenda Homes properties.   

What types of homes are available at Grove Street? 

There 52 one-bedroom and 37 two-bedroom apartments in Phase 1 of Grove Street. 

Is Grove Street social or affordable housing? 

All homes in Phase 1 of Grove Street are for social rent. 

What makes this development different from the older estates? 

New homes will energy-efficient and low-carbon in  a green, diverse and multi-generational neighbourhood where residents can thrive. 

Is this suitable for single people, couples, or small families? 

One-bedroom apartments are suitable for a single person or a couple. Two-bedroom apartments are suitable for small families.  

 

Rent and Charges

Why is the service charge higher than in the old Grove St homes? 

Regenda Homes subsidised the service charge costs for customers remaining in their homes.  

The increase in the service charge reflects the services that will be provided to customers living in the new development. 

What exactly does the service charge cover? 

There are lots of different things that we will charge a service charge. These include:

  • window cleaning
  • cleaning communal areas
  • grounds and garden maintenance
  • tree works, pest control
  • communal energy supply
  • communal water
  • dry risers
  • lift maintenance insurance and repairs
  • fire alarm maintenance, monitoring, extinguishers and repairs
  • AOV servicing
  • emergency lighting contract and repairs
  • door system maintenance and repairs
  • electronic gates maintenance and servicing
  • CCTV maintenance
  • lighting conductor testing and repairs. 

Will the rent or service charge increase each year? 

Rent will increase each April in line with government decisions.  

Service charges will be reviewed before each April. Our service charges are variable which means they can go up or down each year based on actual costs.   

Here’s how it works:  

Each year, we forecast costs using:   

  • what we’ve spent over the last three years  
  • contract quotes  
  • known upcoming costs.

At the end of the year, we compare the forecast to the real cost:   

  • If we spent less, residents receive the difference back in the next year's service charge.   
  • If we spent more, the extra amount will be added to the next year’s charge.  

This ensures you only ever pay the true cost of services, nothing more. You will receive a full breakdown of their charges for transparency.

Are any financial support or grants available to help with moving? 

If you are worried about paying your rent or service charge, please tell us, we can help you.  

We have members of staff called Welfare Benefits Officers who can review your circumstances (e.g. if you’re currently receiving benefits) and see if there are any ways we can support you to maximise your income.

Inside the Homes

Are the homes furnished or unfurnished? 

Homes in Phase 1 of Grove Street are unfurnished. We will provide flooring in the kitchen and bathroom. 

Yes, pets are allowed in line with our pet policy. 

 

Facilities and Building Features

What shared facilities are there (gardens, lifts, etc)? 

There is a lift in each block and a communal garden space. 

Is there parking available for residents and visitors? 

There are 24 parking spaces available at Phase 1 for residents and visitors. 

Is there a secure entrance or CCTV? 

Yes. You enter the block with your own personal fob. There is also CCTV in all blocks . 

Are there lifts and are they accessible? 

Yes, there are lifts in each block.

Tenancy and Paperwork

What type of tenancy will I be offered?

The tenancy will be a new tenancy and your original tenancy is ended.  

Will I need to provide documents or references? 

You’ll need some identification documents for the tenancy to be signed.  

Can I see the tenancy agreement before signing? 

Yes, we will explain your new tenancy agreement with you before signing. 

Can someone help me understand the paperwork? 

Yes, we can support you with any paperwork. 

What if I need documents in another language?

Moving In

When can I move in? 

We're expecting move-ins to start from June onwards. We will be in contact to give you an exact date for your move-in closer to the time. 

Can I see the flat before I decide? 

Yes, we will arrange a viewing for you to see your new apartment before signing the tenancy agreement. 

Will there be help with moving (transport, skips, etc)? 

Yes. Skips will be on-site during the move-in phase.  

If you need physical support moving to your new apartment, please let us know. We will do what we can to support you. 

Will there be someone to speak to on the day I move in? 

Yes, your Neighbourhood and Communities Officer will be available during your move-in to support you.

Community and Support

Who else will be living in the building? 

Other social housing tenants from the Grove Street original tenancies will be moving into Phase 1 at Grove Street. 

What support is there once I move in? 

Your Neighbourhood and Communities Officer will be available to support you before, during and after your move.
